The Demise of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are conducted: hopeful statements are issued from various governments. Significant resources is devoted on containing certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from across the border, a ability afforded by current data. From observation points, defense planes that had been deployed to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense engaged: multiple launches targeted at a incoming threat. This was a modern interception technology at work, presumably delivered by partner states. Every launch shakes the surroundings, shaking the windows. The brief panic quickly gives way to resigned acknowledgment: possibly the incoming missile won't hit its mark this time, preventing destruction from ruin and another blackout.

Persistent Threats

Soon after, a large-caliber weapon fired at a drone in the vicinity, part of a defensive team – almost certainly imported technology. Regrettably, the bullets missed the hostile drone – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and utility failures in many homes as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on Western support – a dependence that neighboring countries are evidently unprepared to fill in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new approach from Washington adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This cycle will, undoubtedly, persist.

Political Considerations

It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration works based on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is unrealistic to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, US leadership does minimal to deter Moscow, through diplomacy or military means, from thinking that the situation will not evolve additionally in its advantage in the near future.

Opposing Positions

Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a complete military breakdown until circumstances change in its benefit.

Existing Situation

Realistically, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a mere seven days to terminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.

While new plans based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require continued Western support.
